Engineering review
Check the layer map, outline, drill definitions and fabrication notes as one controlled release. Resolve discrepancies between drawing dimensions and data before manufacture. Review trace/space, copper-to-edge clearance and hole requirements against the selected process.
Inner layers and lamination
Inner-layer patterns are created on copper-clad material and inspected before bonding. Cores, prepregs and copper foils are assembled in the approved order. Lamination forms the multilayer structure, with the final dielectric construction depending on the selected materials and processing conditions.
Drilling and plated connections
Holes and interconnects must match the approved drill data. Plated holes require appropriate preparation and copper deposition. Blind or buried features may change the sequence and number of lamination operations.

Outer layers and finishing
Outer-layer processing defines exposed circuitry. Solder mask, legend, surface finish and profiling follow the applicable build route. The finish should suit the intended assembly and storage conditions.
Verify against the agreed requirements
Electrical testing, dimensional inspection and any additional reporting should be defined in the purchase specification. Testing finds particular classes of defects; it does not replace complete design validation. See quality and acceptance planning.
